If you want proximity to the freeway and commute access, the areas closer to Highway 99 shorten your drive time. If you prioritize newest everything and slightly more house for the money, the southern edge is where to look. All of it is served by the Elk Grove Unified School District, so you will want to confirm the exact assigned schools for any specific address, since boundaries can shift as new schools open in growth areas.
